

Rasa Legal a legal tech company based in Salt Lake City, is dedicated to clearing criminal records and helping individuals build a brighter future. The startup has developed an app that guides users through the expungement process and automates their legal data. Rasa Legal currently serves 3.5 million people in Utah and Arizona and plans to expand to Pennsylvania later this year. By leveraging technology, the company accelerates the legal process, reducing the waiting period for case resolution.
Noella Sudbury, CEO and Founder of Rasa Legal, explains the software’s functionality: “It’s like hiring a lawyer, but in a tech-enabled way. We provide more cost-effective services, and users can track their case progress in real-time without needing direct conversations with an attorney.”
Sudbury’s career spans roles as a public defender, private practice attorney, and Senior Policy Advisor on Criminal Justice for Salt Lake County. She played a key role in passing Utah’s Clean Slate law in 2019, which automates the expungement process for many residents.
We sat down with Sudbury to discuss her experience in the legal industry and the latest updates her company has released. She stated that determining an individual’s eligibility for expungement used to take attorneys about an hour. She questioned, “If background check companies can easily leverage information to exclude people from jobs, why can’t we use digital record sets to make eligibility analysis for record clearance faster and more accessible?”

In December, Rasa participated in a pitch competition in Miami, which they won, garnering enthusiasm from attendees. Some industry professionals even stepped forward to offer relevant software and services to support Rasa’s mission.
Sudbury reflected on the experience: “What excites me about traveling and speaking is not only sharing our work but also learning from other entrepreneurs who are developing technological advancements in the legal field.”
Recognized for its impact, Rasa Legal has attracted over 20,000 users in its current markets (Utah and Arizona). On February 1, 2025, Sudbury was named one of the American Bar Association’s Legal Rebels. “Every year, the ABA Journal selects a short list of #LegalRebels—visionaries who are redefining how the legal profession can and should operate. These people are innovators, changemakers, and committed to showing the law needs to work for people and believe it should be accessible to those who need it,” she explained.

In October 2024, Sudbury delivered a TEDx talk on the issue of criminal records and Rasa Legal’s innovative approach to expungement. She highlighted that nearly 30 million Americans are eligible for record clearance, yet fewer than 10% have pursued it. She attributed this low rate to the costly and time-consuming nature of the process. With funding from angel investors and donors, Sudbury developed technology to streamline and reduce the cost of expungement. Users can check their eligibility for just $15 and instantly receive results. If eligible, the expungement process starts at a flat rate of $250, a significant reduction from the typical $2,000–$5,000 range. To date, Rasa has cleared over 3,500 records, with several thousand more in progress.
Recently, Rasa introduced new features to enhance the user experience:
- An AI-driven personal statement tool that reduces drafting time from 30 minutes to just 5 minutes.
- A Client Case "pizza tracker" that allows clients to monitor the progress of their case in real-time, minimizing the need for phone inquiries.
- A Process Explanation tool that walks users through the legal process, explaining terms, acronyms, and other complex aspects of records clearance that can be difficult for laypersons to understand.



Through these innovations, Rasa Legal continues to improve efficiency and client satisfaction. Sudbury shares, “The idea that someone can receive real-time legal advice through their mobile phone is incredibly empowering, regardless of whether they qualify for expungement.”
To further promote its mission, Rasa has actively participated in conferences and hosted events. In Arizona, the company held a launch event at Arizona State University, featuring a panel discussion with the state’s head of corrections on access to justice. Attendees had the opportunity to check their eligibility using Rasa’s software. Similar events are planned for Pennsylvania to raise awareness upon their launch in the Keystone State.

On January 22, Rasa hosted the "2025 Utah Expungement Summit" at the Delta Center in Salt Lake City in partnership with the Utah Jazz, and the SEG Foundation – a 501(c)(3) nonprofit organization established by Smith Entertainment Group. The event collaborated with the National Basketball Social Justice Coalition, Clean Slate Utah, and Rasa.
“Giving someone a second chance can create ripples of positive change,” said Ashley Smith, co-founder of Smith Entertainment Group. “Utah is a place where opportunity should be available to everyone, and we are excited to host the Utah Expungement Summit, knowing it is a powerful opportunity for people to gain access to the tools and resources they need to move forward in improving not only their lives but also the lives of those around them.”
Sudbury described the scope of the event: “We trained nearly 100 attorney volunteers to use our software. The Jazz sponsored 200 cases free of charge, and 50 community-based partner organizations tabled at the event” The event drew over 2,300 attendees. We were able to provide free legal support for over 400 cases. It was an incredible experience.”
